Position Title: National Consultant – (conduct mapping of women led organizations in Borno and develop a capacity building strategy)

Place of Work: Maiduguri –Borno state Nigeria.

Duration: 1 Month

 

Background

The increasing access to critical dignity and menstrual hygiene service (IADMHS) of women and girls of reproductive age is a 10-month project (February – November 2020) funded by the Nigeria Humanitarian Fund (NHF) and implemented by the Rehabilitation, Empowerment and Better Health Initiative (REBHI) in Jere and Monguno LGA’s of Borno state. The intervention seeks to address critical dignity and menstrual hygiene needs of women and girls through establishing dignity kits production and assembly center with the aim of improving household income and facilitating social reintegration and resilience for women and girls. The project also seeks to strengthen inter agency coordination of GBV field response through coordination of the GBV sub-sector. In this context, we are looking for a highly qualified and experienced consultant to conduct the following.

 

Scope of work

 

The Consultant will prepare a detailed comprehensive plan of action and road-map with clear timelines to deliver on the mapping.

The Consultant will design appropriate tools to guide data collection, conduct field visits to the women led organizations in Borno state to collect the required information.

The Consultant will propose an appropriate methodology to deliver a highly participatory mapping exercise.  The methodology will be presented, discussed and agreed upon with REBHI.

Develop a database and conduct mapping of fifty (50) existing women led organizations in Borno state, particularly those with on-going activities in GBV sector. The data base should contain a matrix containing information such as but not limited to contact details, geographical operational areas, management and resource structures and other relevant information.

Conduct a Technical and Organizational Capacity Assessment of these fifty (50) organizations and submit a capacity assessment report.

From the capacity assessment report, develop a capacity building strategy for these organizations to respond to the needs of GBV survivors in the light of the COVID-19 pandemic.

 

Methodology

The methodology for this assignment will be proposed by the Consultant as part of their initial submission. This will be further refined following the selection and subsequent hire of the Consultant.  REBHI will review the proposed approaches and the final agreed methodology will be captured in the inception report. Broadly, the Consultant will be required to initially conduct a desk review of relevant documentation and existing women led organizations data bases on umbrella networks that will inform the background and highly participatory approaches to deliver the assignment. The Consultant will then be required to visit women led organizations either directly or through their consortiums and umbrella bodies to collect all relevant information and have consultations with stakeholders. It is recommended that the Consultant shall apply GIS mapping techniques to accurately decode the applicable GIS Coordinates and Google maps for their locations. REBHI will provide relevant support to the Consultant to be able to deliver the mapping exercise in a timely manner.

As appropriate, the Consultant will be assisted to arrange for consultations, and virtual interviews with staff of the women led organizations when deemed necessary. In this regard, the Consultant will have regular meeting and follow-up sessions with REBHI at various stages of the assignment.

Qualification/Level Requirements

Applicants with the following experience are welcome to apply:

  • An advanced university degree (minimum Master’s level) in Social Sciences, Public Health, Development Studies, or any other relevant field.
  • Minimum of five (5) years’ experience working with or for women led organizations with the protection systems in the North east Nigeria.
  • Experience in conducting mapping exercises in the North east Nigeria.
  • Minimum of five (5) years’ proven experience in designing and delivering participatory and community-based surveys.
  • Minimum of five (5) proven experience in use of GIS Mapping.
  • Excellent skills in presenting complex technical information in an easily comprehensible way.
  • Adaptability and flexibility in working within complex and dynamic environment.
  • Fluency in English and Hausa/Kanuri is an added advantage.

 

 

Expected Outputs

At the end of the consultancy, the following deliverables are expected from the consultant:

 

An inception report that details how the research activity will be conducted

A comprehensive matrix in Microsoft Excel containing information of fifty (50) Women Led Organizations working on GBV in Borno state

Technical and Organizational Capacity Assessment Tool

Final Report of the Mapping Exercise which should comprise of but not limited to the following:

Executive Summary of the assignment

Methodology and Tools used

Overview of meetings and consultations held as part of the assignment

A matrix table of the organizations along with their profile data

Women Led Organizations geographical and contact details (including contact persons, email addresses, physical addresses, website e.t.c)

Findings and Result from the TOCAT assessment

Key Issues and Recommendations

Conclusions

Milestones, Schedule and Deliverables

 

Performance indicators:
Consultant’s performance will be evaluated against the following criteria: timeliness of the deliverables, clarity of presentations, responsibility, initiative, communication.

Force Majeure

In a case of default on aforementioned requirements the contract is hereby suspended contingent upon a mutual agreement by both parties.
