Background

 

The increasing access to critical dignity and menstrual hygiene service (IADMHS) of women and girls of reproductive age is a 10-month project (February – November 2020) funded by the Nigeria Humanitarian Fund (NHF) and implemented by the Rehabilitation, Empowerment and Better Health Initiative (REBHI) in Jere and Monguno LGA’s of Borno state. The intervention seeks to address critical dignity and menstrual hygiene needs of women and girls through establishing dignity kits production and assembly center with the aim of improving household income and facilitating social reintegration and resilience for women and girls. The project also seeks to strengthen inter agency coordination of GBV field response through coordination of the GBV sub-sector. In this context, the international consultant will be responsible for ensuring the capacity building of women and girls at the production and assembly center. The main focus will thereby be to support on quality control, virtual training on kit production and provide technical support for roll out.

 

Scope of work and key tasks

 

We are looking for a highly experienced/professional trainer for the following major tasks:

  1. Provide technical input on selection and setting up the dignity kit production center.
  2. Conduct virtual training of trainers (TOT) to REBHI program staff (Instructor) on quality dignity kits production.
  3. Conduct virtual training for REBHI program staff (Instructor) and support her in mentoring and monitoring the 20 women and girls during the dignity kit production pilot project.
  4. Provide technical support in developing localized quality assurance guidelines and protocols for use in dignity kits production, storage and distribution.
  5. Develop IEC materials on menstrual hygiene, usage and maintenance of reusable pads to be used by REBHI in mass sensitization.
  6. Conduct virtual training for REBHI program staff on supervision and maintenance of equipment in the dignity kits production center.
  7. Provide technical support on the roll out of the dignity kits distribution.
  8. Provide technical support in developing tools for effective post distribution monitoring of the dignity kits.
  9. Conduct cost-benefit analysis on dignity kits production.
  • Develop a cost effective dignity kit production center sustainability plan for REBHI.

Qualification/level requirements

 

Applicants with the following experience are welcome to apply:

  • Advanced University Degree in Developmental Studies, Public Health and other related field.
  • At least 5 years of professional experience on issues of protection, violence and emergencies (provision of services for victims of abuse, case management, or referral).
  • At least 5 years of documented experience in developing, facilitating/delivering interactive/participatory training sessions in the area of menstrual hygiene services and the production of reusable sanitary pads.
  • Proven ability to work effectively with virtual and remote teams
  • Excellent skills in presenting complex technical information in an easily comprehensible way.
  • Adaptability and flexibility in working within complex and dynamic environment.
  • Ability to deliver high quality products in a timely manner.
  • Fluency in English and Hausa/Kanuri is an asset

 

Proposed period and duration of consultancy:
The duration of the consultancy is 3 Months (12 weeks).

  • Two weeks for preparation and development of training agenda, modules, IEA materials, protocols and guidelines.
  • One week for technical support in establishment of dignity kit production center (support in quality and type of items, machinery and other equipment as required in the BoQ to be shared)
  • Four weeks for delivery of virtual training for program staff and roll out of project (three hours per day for three days in a week for four weeks).
  • Four weeks to support in mentoring and monitoring the 20 women and girls during the dignity kit production pilot project (three hours per day for three days in a week for four weeks).
  • One-week report writing and submission of all deliverables

 

Deliverables

The consultant shall deliver the following:

  • Overall training plan & justification of the methodology & duration
  • Detailed Agenda of the training
  • Training modules and materials for participants
  • Facilitation and delivery of the training sessions;
  • Evaluation tools for the training
  • Training report with recommendations.
  • IEC materials on menstrual hygiene, usage and maintenance of reusable pads.
  • Guideline and/ or protocol for quality dignity kits production, storage and distribution.
  • Report of cost-benefit analysis of dignity kits.
  • Dignity kit production center sustainability plan.

 

Performance indicators:

Consultant’s performance will be evaluated against the following criteria: timeliness of the deliverables, clarity of presentations, responsibility, initiative, communication, and quality of the products delivered.

 

Remuneration

The consultant will be selected based on the “best value for money” approach. Final payment will be made upon successful completion of agreed deliverables through bank wire transfer. A total sum of 5000USD subject to Nigerian tax laws and regulations will be paid to the consultant which will cover professional fees, communication and other expenses that may arise during the contract period. The total amount will be paid in three installments.

  1. First installment (30%) on signing of the contract
  2. Second installment (30%) on completion of the trainings
  • Third installment (40%) on submission of all agreed deliverables.

  

Force Majeure

In a case of default on the quality of services/ products delivered according to this contractual agreement. The contract is hereby suspended contingent upon a mutual agreement by both parties.
